Assam Constitutes Eight-Member Committee to Frame Rules for Uniform Civil Code

The panel has been given one month to prepare the implementation framework after President Droupadi Murmu granted assent to the Assam UCC Bill on September 29, 2026.

The Assam government has constituted an eight-member committee to prepare the rules required for implementing the Uniform Civil Code (UCC) in the state. The committee has been directed to submit its draft rules within one month, marking a further step towards operationalising the legislation.

According to a notification issued by the state government’s Political Department, Home and Political Department Secretary Deba Prasad Misra will head the committee. The panel will work on the administrative and procedural framework required to give effect to the legislation.

Committee to Prepare Implementation Rules

The committee includes senior officials from the state’s Home and Political, Finance, Legislative and Minority Welfare departments. Those identified in reports on the notification include Finance Special Commissioner and Secretary Partha Pratim Majumdar, Legislative Secretary Geetanjali D Saikia, Welfare of Minorities and Development Secretary Farida Samsul, and Home and Political Additional Secretary Mridul Kr Das.

The wider committee composition also includes officials from the prosecution and registration departments, with Home and Political Deputy Secretary Tapash Gupta serving as member-secretary, according to reports detailing the panel’s constitution.

The one-month deadline places the committee’s work on a defined timeline. Its draft will provide the procedural framework for the state to move towards implementation.

Assam Assembly Passed UCC Bill in May

The Assam Legislative Assembly passed the Uniform Civil Code, Assam, Bill, 2026, on May 27. The legislation seeks to establish a common legal framework for specified personal matters, including marriage, divorce, succession and live-in relationships, irrespective of religion.

The Bill received the assent of President Droupadi Murmu on September 29, 2026. The next stage involves framing and notifying the rules required for its implementation.

With the passage of the legislation, Assam became the third state in India, after Uttarakhand and Gujarat, to approve a Uniform Civil Code law.

Key Provisions of the Legislation

  • Marriage and monogamy: The legislation seeks to prohibit bigamy and polygamy.
  • Live-in relationships: It provides for compulsory registration of live-in relationships.
  • Divorce and succession: It establishes a common legal framework for specified personal matters.
  • Penalties: The legislation provides for penalties for violations, including failure to comply with applicable registration requirements.
  • Scheduled Tribe exemption: Members of Scheduled Tribes residing in Assam are excluded from the legislation’s provisions.

Rules Will Determine the Operational Framework

The constitution of the committee does not, by itself, mean that all provisions of the UCC have come into force immediately. The panel must first prepare the draft rules, after which the state government will have to take the necessary steps to notify the implementation framework.

The rules are expected to clarify procedures, documentation requirements, registration mechanisms and the responsibilities of the relevant authorities.

The committee’s report will therefore be an important step in determining how the legislation will be administered across Assam.
